Changsha XiWenMiao Ping Area: Urban Revitalization that explores spatial continuity and renovation as a value proposition
Changsha, Hunan Province

The Xiwenmiao Ping area in Tianxin District, Changsha, is located in the old city core.  The old urban fabric is well-preserved with a rich historical and cultural ambiance, retaining unique memories of the old city.  However, with rapid urban expansion, the historical and cultural elements have been buried, spaces have become dilapidated, and vitality has been lost.  The primary objective of the revitalization work is to achieve through incentives and planning sustainable form of self-renewal in the historic area.


 

Considering site conditions, visual appearance, and economic benefits, the land has been separated into zones based on hightest to lowest values with organic renewal being promoted in each zone and guided by principles of value enhancement.

Highest Value Area – Major Interventions to Create Five Highlights


The area along the river has optimal accessibility, pedestrian flow, exhibition potential, and high visibility.  Demolition and renovation will be the primary approaches taken in this area and have been divided into five themed zones: Little West Gate, Chuanzhong Book House, Xin Xuegong, Changsha Star, and Gutan Street.  Each zone will be transformed into five vibrant lifestyle scenes, forming the "Changsha Bund" as a highly visible catalyst for the renaissance of the old city along the Xiangjiang River.

High Value Area – Unlocking Potential in Historic Buildings


The Tangjia Wan Mansion Area contains numerous potentially high-value historical buildings, but the overall environment is delapidated and lacks visual appeal.   While preserving the historic site's characteristics, appropriate renovations, minimal demolition, and reshaping of the environment will be undertaken to create a refined Mansion zone. Potential historical buildings not acquired will be leased back, while those already acquired will be preserved and renovated to maintain the cultural heritage.  High-end leisure programs will be introduced, forming a boundless living scene to enhance the value of the old mansions.

Medium-High Value Area – Two Ignition Points, Comprehensive Micro-Renovation, New Scenes in Old Spaces


The Home Stay Cultural and Creative Area is primarily composed of residential houses, with a few historical buildings and large factories.  Due the current low value, minimal demolition and reconstruction will be employed to maximize spatial value.  Two major cultural and creative landmark projects will be developed around historical buildings and factories, expanding cultural, creative, and conference functions.  Streets and alleys will be opened, crowded and illegal buildings demolished, and small-scale residential clusters renovated, with comfortable open courtyard spaces created to form multiple boutique inn and creative office clusters.

One of the former large factories will be transformed into the Hunan Guild Hall, combining corporate exhibition halls, release and exchange meetings, and art exhibitions.

Medium-Low Value Area – Urban-Rural Coexistence, Self-Renewal


In the Living Improvement Area (medium-low value area), a relatively small investment will introduce supporting facilities, industries, and pedestrian flow. Through demonstration renovations, residents will be encouraged for self-revitalization.
